Israeli occupation authorities issued a tender on Thursday for the construction of 400 colonial units in the Karnei Shomron colony, built on stolen Palestinian land east of Qalqilia, in the northwestern occupied West Bank, according to the Wall and Colonization Resistance Commission.
The commission said Tender No. 196/2026 covers the construction of multiple residential buildings as part of Israel’s ongoing expansion of existing colonies. The deadline for submitting bids is November 23, 2026.
According to the commission, the tender moves the project from planning toward implementation as colonial construction accelerates across the occupied West Bank this year.
The commission said Karnei Shomron is central to Israel’s colonial plans in the northwestern occupied West Bank. Israeli authorities are working to expand Karnei Shomron and connect it to nearby colonies and colonial outposts.
The commission warned that the project would seize more Palestinian land, further fragment the West Bank, and undermine geographic continuity between Palestinian communities.
All of Israel’s colonies in the occupied West Bank, including those in and around occupied East Jerusalem, are illegal under International Law, the Fourth Geneva Convention in addition to various United Nations and Security Council resolutions. They also constitute war crimes under International Law.
Article 33 of the Fourth Geneva Convention prohibits collective punishment and acts of terror against civilian populations.
Article 49 of the Fourth Geneva Convention states: “The Occupying Power shall not deport or transfer parts of its own civilian population into the territory it occupies.” It also prohibits the “individual or mass forcible transfers, as well as deportations of protected persons from occupied territory”.
Articles 53 and 147, prohibit the destruction of civilian property and classify pillage as a war crime.
